Orville E, “Bud” Hay, LTC, USMC (ret), A/The Father of Global and of Title 10 Wargaming


While best known as was one of the founders of the Navy’s Global Wargame Professor Hay has been a major force in stretching the boundaries of the art of wargaming for over thirty years.


As the Game Director throughout Global’s first two decades (1979-1999), Professor Hay is considered by many one of the if not the individual most responsible for both the creation of Global and for the adoption by all of America’s Armed Forces of Title 10 wargaming.  That is wargaming applied to generating insights useful to the Services executing their Title 10 responsibilities to organize, train and equip.  As the Chair of War Gaming and Research at the Naval War College (1985-1999), he has designed, directed and analyzed hundreds of games, studies and workshops over the last quarter century.


Still “Bud” Hay’s pioneer work in wargaming extends far beyond his time at the Naval War College.  He has created gaming formats that range from thousands of participants at distributed sites to small teams working at engineering levels of detail.  From games at the White House, Pentagon, the four Services, the Combatant Commanders, the Civil Agencies and the Intelligence Community he has handcrafted games that focus on the issues that are most relevant to that specific community, to include a 20 year affiliation with the CBRNE community of interest.  Mr. Hay introduced economics into the general art of war gaming including work for the National Economic Council.  He pioneered Space play and ISR capabilities into war games and was the spearhead in integrating Information Technology into operational wargames.
