Harris Laning, Vice Adm, USN, live & constructive wg innovator
Admiral Laning was one of the most progressive leaders of the US Navy during the interwar years. He made several significant contributions to wargaming during a exceptionally successful career. As head of the Naval War College’s (NWC) Tactics Department, 1922-24 he introduced the first systematic documentation of wargames and conducted the first naval wargames that included aircraft. Later as President of the NWC, 1930-33, he developed rules for the adjudication of Fleet Problems and served as an umpire. He was also a successful commander, the USS Pennsylvania and a battilship division and an early advocate of naval airpower.
